Include various unportable functions in the project

- The conditionals in the Makefile had to go because GNU make (used
  on many systems) has different syntax for them
- Included OpenBSD's readpassphrase and explicit_bzero functions
  in the new openbsd-compat directory
- Include <time.h> in pop3.c for ctime(), etc.

Not sure how many different systems this will compile for. I got
my hands on a recent macOS system for testing, so it at least works
on that.
